As others have suggested have a word with your chap that did your PC. I did that but that wasn't early enough to pre-date the Windows update it seems.

The advantage of a portable app is that it doesn't requires any installing. You just download it, unpack it to a folder then run it.
The folder can be anywhere - even on a USB to make it truly portable between machines. Portable App versions are ideal if you want to 'try out' new software, if you don't want to keep it you just delete it - there's nothing that needs uninstalling.
